The
future of Tyngsboro is our children and grandchildren. The question
is, which candidate has the vision and courage to protect that future.
I believe that I have the record and leadership that answers that question.
I'm not just running on what I have accomplished. Just the opposite!
I'm running on what I'm going to do in the next 3 years.
Define The Town center
- I believe that working with the Historical Committee and the Community
Preservation Committee we can redefine our center of town. Renovating
The Old Town Hall is a good start and I voted to support the CPC proposal
to spend from their funds, $45,000.00. This money will be used to renovate
and focus on that historic building. More money is needed and if grants
are not available, I will ask the CPC to make more money available.
Fire
Station/Senior Complex - The Board of Selectmen and Town Meeting
authorized the funding of a feasibility study to see if these two departments
can co-exist in the same complex. The study came back, they can. Fire
Station number #2, Lakeview Ave. is no longer adequate for modern day
trucks and equipment. The building was built in 1950, mostly from volunteer
residents. Our Senior Center is a renovated barroom and not adequate
for today's senior population. The only site that seems possible from
a financial view is the current town owned land, the senior center is
now located. We need to locate both facilities in the Lakeview area.
Again, finances dictate a major cost savings by utilizing one lot. This
proposed complex plan is supported by the Fire chief and Board of Fire
Engineers. Also, our Director of Elder Services, Barbara Reynolds and
the Council on Aging support this concept. I support this much-needed
complex.
VFW Post 10333 Westford
Road - The VFW Charter for this 13 acre parcel, with post home is
now no longer active. The Town will take possession of this building
and land very soon. It is my hope that a major use of this site will
be recreation. We need a place for our teenagers to gather with their
friends. My vision is a rec-hall for music, dancing a safe place for
our kids. It shouldn't cost a lot of money, just some imagination. Kids
in Tyngsboro do not have many places to go. I look forward to working
with the Board of Selectmen, the community and Recreation Committee,
to make this happen.
Business Retention/Relocation
Committee - The Board of Selectmen have committed the same pro-active
approach to
this committee as we have the Master Plan and 40B Affordable Housing.
Even during these tough economic times, Tyngsboro is a very attractive
community for business, for all the right reasons. Olive Garden has
signed the papers to relocate to Tyngsboro and more restaurants are
talking to us also. Uppermost in our conservations is trying to add
to our infrastructure, (water & sewer). You'll be hearing a lot
from this committee!
Board of Health -
I support an increase in elected members from 3 to 5. Tyngsboro has
grown to nearly 12,000 residents, mostly with Title V septic systems.
Many of our businesses are national chain restaurants and our own Board
of Health inspector makes the most sense. Five elected members can do
more work than three members. The responsibilities of this office are
growing. Rubbish recycle, contracts, engineering, to name a few. A five
member Board will have more time to explore the possibility of going
back to a full-time Director. The salary to be paid out of existing
funds and fees to review plans.
Transportation -
The LRTA has been a great partner providing bus transportation to Tyngsboro.
We need to expand the bus service to both sides of Town. The Selectmen's
representative to the LRTA will be a strong advocate for expanded bus
service.
Also, I am a member of the
Lowell-Nashua Commuter Rail Task Force Committee. We are working
towards an expanded train service from Nashua to Boston, stopping in
Tyngsboro/Chelmsford. We have many residents who need this service and
I'm committed to seeing this happen.
Seniors are citizens
too! Besides a new senior complex our seniors are in dire need for
tax relief. I have asked Barbara
Reynolds, Director of Elder Services, to review the recent changes to
G.L. Ch. 59, s5(41C). This allows communities to reduce the eligibility
age from age 70 to 65 and also increases the gross receipts and whole
estate limits. The exemption amount may increase to 100%. This effort
needs to be placed before Town Meeting. I'm committed to doing that.
Also, Senior Citizen Property Tax Work-Off Abatement, G.L. Ch. 59 S5K,
needs another look. Under this program, senior citizens provide volunteer
services in exchange for a reduction in their tax bills. An earlier
memo to department heads asking if there was any need for volunteer
help in their office, will go out again. I have asked Barbara to advise
the Board. More Senior Housing is being actively pursued by the very
capable Housing Authority. We need more housing stock for our seniors
and I am committed to that end.
Public Safety - Tyngsboro
is renown throughout the Commonwealth, particularly in the Merrimack
Valley because of our dedicated police and fire departments. I support
Fire Chief Madden and Police Chief Miceli in the day to day operation
of their departments. They are absolutely the best in their profession!
Fire Chief Madden has my total support for the fire station complex
and I understand we need these changes to protect our residents into
the 21st century. I am proud to support Police Chief Miceli in his day-to-day
operation of his department. Also, I'm proud to have voted as he requested
in license violations that have come before the Board of Selectmen.
We ask our policemen and women to enforce our laws and regulations.
They deserve our unswerving support!
Education
- I supported the building of the new high school
several years ago. I also supported the building of the new elementary
school because it too was needed. My stand on education has never been
questioned. I have been in the forefront not afraid to take a stand.
Our children and our grandchildren will realize the American dream only
with a strong education. I'm convinced of that. These are tough economic
times that we live in today. I have every confidence in our elected
school committee members and town leaders that we will overcome the
fiscal constraints before us. I am committed to working with our school
committee as a pro-active partner, for the good of our children and
community.
